Noteworthy New Laws of 2025
The New Year brought with it many changes to State and Local laws that will impact your
business. The changes range from increased minimum wage to new regulations regarding pay
transparency and record keeping.
Below is a list of the most notable new laws that may apply to you and your business this year.
Hotels Prohibited From Use of Single-Use Plastic Bottles.
Effective 7/1/25, hotels with 50 or more rooms are banned from providing guests with small,
single-use plastic bottles for shampoo, conditioner, or lotion. On 1/1/26, it will apply to hotels with
less than 50-room. SB2960, Public Act 103-0934 available here.
Pay Scale & Benefit Disclosure Required.
Under amendments to the Equal Pay Act of 2003, Illinois employers with 15 or more employees
must disclose pay scales and benefits in all job postings. Employers must also notify current
employees of all opportunities for promotion no later than 14-days after the employer makes an
external posting of the promotional opportunity. HB 3129, Public Act 103-0539 available here.
Pay Stubs to be Provided & Retained.
Employers are now required to provide pay stubs to employees each pay period which show
hours work, pay rates, overtime pay, and deductions. Pay stub copies must be retained by the
employer for 3-years from the date of payment, regardless of whether the employee remains
employed by the employer. Employees may request copies of their pay stubs. HB 3763 available

State Minimum Wage Increase.
State minimum wage increases from $14 to $15 per hour for employees 18-years and older.
Employees under 18 are to be paid $13 an hour, up from $12. The state tipped minimum wage is
not $9, up from $8.40.
